While the 19th century was not exactly a good era for many of the working-poor, some workers had an easier life. Some factory companies would actually build villages with houses for their workers.
My father in law worked for PHILLIPS Refinery when he was young and raising his family. Phillips built shotgun houses for their employees...guess this was in the 30's....

Yes, houses were built for workers, but most were treated like indentured servants.
