I'm pretty sure we did this for veterans day back when I was in 9th grade, but our JROTC class (basically a high-school military-subject class) spent a Saturday afternoon decorating a graveyard with mini-flags on all veterans graves.
This was a lot easier said than done. We had plenty of cadets there, but there were a lot of graves. And it wasn't a military graveyard, so we had to do a game of searching too. When the ground is tough as well, its rather difficult to plant the flag base into the soil since the tip is so flat.
